Make housing more affordable by decreasing the cost of utilities?
To decrease the cost of utilities and make housing more affordable, initiatives like the Ann Arbor city millage have been used to finance the acquisition and renovation of affordable housing, including the implementation of energy-efficient solutions. This millage also aims to construct new apartment buildings on city-owned lots, some of which will be entirely dedicated to affordable housing, while others will be mixed-income​​​​. Moreover, the Ann Arbor Downtown Development Authority has supported these efforts by financing utility work and other infrastructure improvements​​.
In addition, deploying free Wi-Fi in apartment buildings, especially in low-income areas, has been an effective approach. This strategy not only addresses the affordability issue by providing free internet access but also eliminates the need for individual household subscriptions, thereby lowering overall living costs​​​​. For example, the implementation of free Wi-Fi in Oakland, California, significantly reduced internet costs for residents and landlords​​​​.
By leveraging these types of initiatives, municipalities can significantly contribute to reducing the overall cost burden of utilities on affordable housing residents.
