    To determine how leaders of Internet minority enterprises can collaborate effectively to apply for funding and grants related to digital equity, here are the top three questions to ask:

    1. What are your primary challenges and opportunities in expanding digital equity within your community? This question helps identify common ground for collaboration, focusing on shared goals. Understanding each leader’s unique challenges and opportunities can reveal potential areas where working together could amplify impact. For example, if leaders express concerns about infrastructure or the lack of digital literacy programs, these can become focal points for a collaborative grant application​​​​.

    2. How do you currently measure the impact of your digital inclusion initiatives, and how can these metrics be aligned for a joint project? Funders often seek evidence of impact, and understanding each enterprise’s approach to measurement can facilitate the creation of a unified, compelling narrative for the grant application. Aligning on impact metrics ensures that all parties have a clear understanding of what success looks like and how it will be assessed, essential for both the application process and project implementation​​​​.

    3. What resources (technical, financial, human) can your organization bring to a collaborative grant project, and what gaps do you identify? This question helps map the resource landscape among potential collaborators, identifying strengths and gaps that the grant could address.     Determining the group(s) initial the project goal is required – why is each individual in the group what is the purpose of each for the project – the individual will submit what company s/he works for current and affiliation with potential competitors , in writing,[this last requirement is currently required by federal government] when working on national projects – any changes to the group’s personnel shall be submitted in writing and approved by the group
